Start with clarity. Every reviewer should understand exactly what they are reviewing, what criteria to use, and what the decision framework is.
First, decide how many reviewers will review each application. Single reviewer processes are fast but prone to individual bias. Multi reviewer processes are slower but more reliable. Most organisations use two or three reviewers per application. Large grants get more reviewers. Smaller grants get fewer.
Second, decide how reviewers are assigned. Option one: random assignment. Every qualified reviewer gets assigned equally. This is fair but may not match expertise to applications. Detailed scale: Use a scale with clear definitions. Do not just say 5 is good and 1 is poor. Say 5 means the application addresses all criteria with excellent evidence. 3 means the application addresses most criteria with some evidence. 1 means the application barely addresses the criteria. Detailed definitions help reviewers score consistently.
Weighting: Do all criteria matter equally? Maybe you care more about impact than budget reasonableness. Maybe you care more about capacity than track record. Assign weights so reviewers know what matters most.

Document conflicts. Keep a record of which reviewers flagged which conflicts. Use that information when assigning reviewers to future applications. If a reviewer has many conflicts in your sector, they may not be the right reviewer for your grants.

What should we do if a reviewer submits a score that seems wrong?
Do not assume it is wrong. Talk to the reviewer. Ask them to explain their reasoning. Their score may be right but their explanation was just unclear. If after discussion you still think there is a problem, consider their expertise and trust their judgment. Reviewers bring different perspectives. A score you would not have given might be well founded. Only intervene if there is clear evidence of error or bias.
How do we handle reviewers who are late or do not complete their work?
Build in a buffer. Set internal deadlines before the actual decision deadline so you have time to follow up. Send reminders two weeks before the deadline. Contact late reviewers individually. Can we ask reviewers to discuss their scores with each other before submitting?
No. Reviewers should score independently first. If they discuss scores before submitting, they influence each other's judgment. Peer influence can undermine fair assessment. After all reviewers have submitted independent scores, discussion is fine. Bring reviewers together to talk about scores, explain their reasoning, and make final recommendations. But independent scoring first prevents bias from peer pressure.
How long should the review period be?
It depends on application length and number. For a small grant programme with 50 applications requiring independent reviews, allow 3 to 4 weeks.
